In plain language
This claim is mostly accurate. The International Agency for Research on Cancer confirms that potassium bromate produced kidney and thyroid tumors in rats, and the four named bans are real: the EU and UK in 1990, Canada in 1994, and China in 2005. US federal regulations do still permit it in bread at up to 75 parts per million of flour weight. What the claim leaves out matters, though. The same cancer agency found the human evidence inadequate and rates bromate only as "possibly" carcinogenic to humans, not confirmed. The rat tumors came from high doses given in drinking water, and studies that fed animals actual bromated bread were judged inadequate to show cancer risk. The FDA's position is that proper baking converts bromate into harmless bromide, though UK testing has found detectable residues in some finished breads. The claim is also slightly dated on the US side, since California has banned it effective 2027 and New York has moved to do the same.

What is misleading
- **Omitted qualifier (moderate).** The claim juxtaposes rat tumors with global bans and US permission, implying a settled human cancer risk from eating bread. IARC found the human evidence inadequate and classified bromate as only "possibly" carcinogenic. The claim never states this.
- **Omitted dose context (moderate).** The rat tumors came from high-dose drinking water administration. Studies feeding animals actual bromated bread were judged inadequate to evaluate carcinogenicity. Reasonable readers will infer that bread-level exposure caused the tumors. It did not, in those studies.
- **Implied FDA inaction without limits (minor).** "The FDA still allows its use" is true but incomplete. Use is capped at a specified limit, and FDA's position rests on the conversion of bromate to bromide during baking. Whether that position is adequate is contested, but the claim presents permission as unconditional.
- **Date and context mismatch (minor).** The claim's "banned in EU, UK, Canada, China but allowed in the US" frame is now partially outdated at the state level. California has enacted a ban effective 2027 and New York has moved as well. The federal/state distinction is real but the picture is shifting.

- **Actual residual bromate levels in the current US bread supply.** The residue studies retrieved span the 1960s to 2000s and use different baking methods and jurisdictions. No recent systematic US survey was located.
- **Real-world human risk magnitude.** No human epidemiological study of bromate exposure and cancer was found. The mode of carcinogenic action remains unresolved per WHO.
